Why does the tchnology in star wars constantly change?

During the Great Sith War, the sith used spears, airplanes and thin droids. Yet only thirty year later, during the mandalorian wars, the technology is blasters fighters and hunter in droids. And almost 1000 years later, the republic returns to spears and their starships look like 1700 trade vessels. How does this work?
